The Gramercy is Phase I of a 20-year construction program including seven additional buildings strategically placed near the Pentagon, Pentagon City Mall, the Pentagon City Metro Station, and Ronald Reagan Washington National Airport. The complex has 399 rental apartment units, consisting of one 18-story, one 6-story, and two 9-story buildings connected by two-story loft. Two levels of below-grade parking is available to residents and shoppers as well as retail space at the ground floor. Amenities include an Internet café, conference room, billiard room, theater, and rooftop swimming pool (with bar) and health club.

Each residential unit consists of upgrade finishes such as high-end appliances, maple cabinets, hardwood floors, and granite countertops. The apartments are heated utilizing an aquatherm heating system with individual gas water heaters. Five elevators service the building. The construction is reinforced concrete, aluminum windows, storefront and terrace doors, fluid applied
waterproofing systems, and an ornate brick/precast facade.

The building follows the massing and stylistic strategies of traditional classical buildings. The retail at the base is faced with lightcolored brick with a darker water-table; its sculptural detailing creates a play of for pedestrians. Above, a darker brick field is accented with light brick and cast-stone.
